6 Sept 2025 Annual Board Meeting
At The 2025 TPSA Convention In Waco TX
1st Proposal: Change TPSA By-Laws Article IV – Membership
Motion: Strike language in red and add language in blue
Section 2: Active members are those who reside in the State of Texas and are Supreme Court Judicial Branch Certification Commission (JBCC) certified or are authorized to be a process server under the laws of the State of Texas or under the local rules and orders of the courts or as determined by the Board.
Section 6: All applications for membership must be completed in full on a form provided by the Association, or on the Association website. Each application must be accompanied by one year's dues a dues payment. No applicant shall be considered for membership if the applicant has been convicted of a felony within the past five years or who has had their license, permit, or right to serve process revoked by any issuing authority, unless said conviction or revocation has been pardoned or expunged.
Purpose of Change: Changing the language from Supreme Court to JBCC just is an administrative change to comply with the JBCC Rules. By changing the dues from 1 year to a payment, gives the option of doing longer membership cycles to coincide with a member’s JBCC certification cycle.
2nd: Proposal: Change TPSA By-Laws Article V – Dues
Motion: Strike language in red
Section 1. The annual membership dues shall be determined by a majority vote of the membership at the annual meeting and shall remain in effect until changed.
Section 2. The annual dues for Associate Members shall be determined by a majority of the membership at the annual meeting and shall remain in effect until changed. Honorary members shall be dues exempt.
Purpose of Change: This also allows for doing longer membership cycles to coincide with their JBCC certification cycle as well as incentivize longer memberships in the TPSA with the possibility of discounted pricing for those longer terms, if approved by the membership at the annual convention.
